PBX Routing Issues

Alright, this is going to be my most complex issue so far. I think.

I have an Option 61C with 8 voice T1s. 1 PRI and 7 DTIs. The PRI is only supposed to be used for incoming calls, and as the very last T1 for outgoing. All of the DTIs are for outgoing calls. Here are the route numbers for your reference:

Route 10 is the PRI
Routes 12-13 and 28-31 are the DTIs.

Right now, outgoing calls hit the routes in this order: 31, 30, 10, 29, 28, 13, 12. Now, as I mentioned before, the PRI is supposed to be only used for incoming calls except in the case where we run out of DTI channels.

So, my question is, how do I re-program the routes so that Route 10 is the last route used for outgoing calls? The PRI is local and most of our outbound calls are long distance, so this slight routing error is costing us a lot of money.
 
If your using NARS/BARS make the changes in your RLI's
ENTR 0 31
ENTR 1 30
ENTR 2 29
ENTR 3 28
ENTR 4 13
ENTR 5 12
ENTR 6 10

If your using Trunk Access Codes and the first route 31 is busy, then in the RDB the STEP prompt should go to 30, then in RDB 30 STEP should be 29, then in RDB 29 STEP should be 28, then in RDB 28 STEP should be 13, then in RDB 13 STEP should be 12, then in RDB 12 Step should be 10 and then RDB 10 should go back to RDB 31
