Payroll - Trach Changes

Hi.

With Track changes on in the Payroll Module, to trach rate changes and such, some times a change is not logged.

I have double checked settings, and any tests I run always get recorded, but there are changes made that get missed.

Are there any suggestions as to what may cause this, or is there a way a user is beating the log?
