I'm working on a HP Pavilion with Windows Me that would only boot to the splash screen. Even when booting to safe mode, it is just the splash screen (with safe mode in the four corners). I have restored the system from the manufacturers restore disks and it worked fine until I rebooted, then the same thing all over again. I also restored the registry and it still doesn't boothas Win Me

Pavilion won't restore

So you ran a restore, and the restore completed. Then, before you made changes, you did a reboot, and it still wouldn't startup? That would be a hardware problem. If it worked fine after the restore, until you made changes, then I'd look at those changes.
