Path/File access error with Runtime Access 2002 on Win98

I have a database I setup for our customers for looking up our products. I created it in Access 97 several years ago and update it this year. We started having problems with it not working on Windows XP machines this year. I was told that Access 2002 would run on the older 98 machines so we elected to upgrade our developers version of Office to make this years version. The problem is, I install the program on our in-house XP machines and all is well. But, I have a Windows 98 test machine that I install it on and after the file copy process of the setup (or near the end-hard to tell which), I get a popup that says Path/File access error...an unexpected setup error has occurred. The options are to Retry or Cancel. Cancel of course aborts the install and Retry doesn't recover. I can't figure out why it would be doing this and don't see any way to find out exactly where it is in the process. Does anyone have any ideas????
 
It gets even better. I tried our setup program on 2 other PC's with Win98 on them. When I tried to run the setup program, the window appears saying it is copying files for about 30 seconds and then goes away and nothing else happens. On our XP and 2000 machines, the next thing that should happen is a prompt to begin the install.

I had to install the Office XP Developer service pack to fix this problem on mine. Was getting the same error. See MS KB #303227.
