Path anchor points will not join.

I am having a bit of a problem in illustrator. I am joining all areas of a map that contain water. I have a very large area of water that I am tring to close on two ends and I keep getting this message...
"Can't join points. Can't add an anchor point"

I have tried just about everything.

If anyone has an idea of what I can do or what the problem might be, please let me know.

...have you tried using the direct select tool, shift select the two endpoints in question and then choose > object > path > join path, this may also work when you select the whole path too with the black selection tool...
