How do you determine what patchkit you are currently using? Is there a command to show me what patch kit has been applied to my machine?

For DigitalUnix. Or Tru64 Unix.
There is an utility installed in you system called dupatch
Go to the inventory via that menu, and get to the information on installed patches. It will say what you have installed.
To know what you are missing from the list of current patches..
ftp.service.digital.com/public
