Is it okay to apply ShavlikPatchMgmt windows patches and NTServicePack KB###### hotfixes during normal hours? Do they create any network congestion or server slowness?
That depends on way to many factors to give an informative answer i'm afraid.
Machine spec, network bandwidth, server spec, size of the patches to be transferred and applied and technology used to deploy the patches will all affect the performance.
We use WSUS to deploy our Windows/ Office patches during the day, the downloads are largely staggered and use the BITS service to reduce bandwidth use but like i say it's difficult to say without more information.
