pasting into unlocked cells is locking them!!

I am using MS Excel 2003 SP2

I have created a shared workbook. In the worksheets I have locked and unlocked certain cells and then password protected. I have protected the structure of the workbook and then shared it

The one person keeps tring to paste data in from another Excel sheet which is ok as it does save time. The issue is that for some reason after the paste into unlocked cells it locks these cells!! Weird! He copies from a normal unlocked worksheet. Can sommeone explain what is going on and a solution. Otherwise I will have to tell him to type in data
 
Tell the user to use copy>paste (or paste special) instead of cut>paste. The second inserts security settings of cutted cells.

If you look at Format > Cells: Protection Tab you will see that the default setting for cells is LOCKED.

When you straight Copy 'n' Paste, ALL the formats for that cell, along with the value in the cell is copied.

Hence, combo's good suggestion of using Edit > Paste Special - VALUES to paste only the value and none of the formats.

IMHO, this will be a mess, because your users are probably NOT going to remember to or even want to do this extra step. It will be difficult to keep them on the straight and narrow. It might be possible to programatically set the CutCopyMode to FALSE, but there are even ways around that.
