I take it you have an existing context full of users? IF memory serves, if you select ALL of the users in that context, the password length is one of the fields you can change (please correct me if I am wrong).
If you are on about this for new users, you can apply this to a user template and create users against that. -----------------------------------------------------

Are you wanting to change the password length for all current users? Or are you wanting to change the standard password length for when you add a new user??
Either way, you should be able to modify the password length in NWADMIN. I believe all you need to do is browse to the final OU of the particular context containing all of the users you wish to modify. Go to File, Details on Multiple Users. Click on Password Restrictions and proceed to change the password length. Please note that if you do this for present users and their password is shorter than the new set length, the user will receive an error the next time they login.
If you want to set the password length so that you don't have to change it from the default every time you create a new user, you could create a new template or edit a template if you're presently using templates.
