anyone have a solution in which a user would be able to change their passwords by themselves without any administrative help in this scenario?
User has mappings to Novell, Windows and Snap servers using the same username and password which expires every 30 days.

User changes Novell and local Windows XP password- ok
User goes to webpage and changes password to snap server- ok

The mapping to Windows 2000 server fails to connect when trying to use the new password, so they call helpdesk to have password changed to the Windows domain to match the other servers. Is there anyway they can change or have Window domain look to NDS for password changes and NDS for NT is not an option.

Thanks for any help on this.

Novell's latest product on this is called DirXML, and it's supposed to sync passwords using LDAP, I think. Check Novell's site and lookup DirXML. Hopefully, someone else will respond to this, but there might be something in Nsure, or one of the other newer products from Novell that will do this.

Nsure Identity Manager 2, that's what you'll want to lookup. It's the latest DIRXML offering. Note that IDM2 is not for the faint of heart and it's a very powerful AND complex product to implement. If you're looking for a quick fix, this is not it.
