Password Rules Via IEEE

My Solaris 10 is set up with PASSLENGTH = 8, and, then 1 lower case, 1 upper case, 1 special character, and one digit (number). It is working as programmed. However, management is asking if this can be set up to "comply with IEEE Standards" of "three out of four". I can't find anything that supports that option. I have tested it, and, a password will not comply in my system without "four out of four" parameters satisfied.

Any ideas or opinions?
