Password required for outside web sites!?!

We're running MS proxy 2 on SBS NT4 sp6.

For some reason, some how, whenever a user attempts to download a file, they are required to put a user name and password in. This is also the case for me as well as the administrator. I can't download anything. This is not very helpfull for and administrator.
