password protection for pdf file

I have a report (reg.pdf) that a user exports every month from Access 2003 into a pdf file. At that time the user must open the file and set password protection before distribution to other users. Is there a way to programmically set the password when the pdf file is created in VBA or VB? Can the user set up a password file of the same name every month and keep that password protection (without going through the password setup every month). Thanks for all help in advance!
