Password Protecting Layers in CS2

How do I lock a layer and password protect it, without turning it into a pdf? I would like to keep other aspects of the document editable by users other than myself, creating a template of sorts.

Any advice would be helpful! Thanks!

Take a look at InCopy if you only want to assign parts of a document for editing.
