Can I password protect Outlook on a public computer? I know the send and receive can be, but I would like my archive folders as well. Can this be done or is there another option?

PSTs (which are what archive folders are) can always be password protected. Just don't forget the password as cracking the encryption gets expensive.

Right click the archive folder in folder view and select Properties. Click Advanced then click Change Password.

Simple as that!
