Password policy

Here goes, I am testing out the GP for our domain here I don't want to change the whole domain, so I built an OU, I made a group Policy and I can do all sorts of nasty tricks but I can't seem to push the change of the length of passwords out to it. I have stopped inherit from the default domain policy and I have tried many times but it just won't push the change of the password policy, am I missing something? Thanks in advance.

I believe in 2003, passwords can only be pushed domain-wide. Severe limitation to 2003, but I hear they have it fixed for 2008.

Yeah, you can only have 1 password policy per domain with Windows 2003.
