Password policies

Hello and greetings!
Simple, I want to understand whether I can configure 2801 and 2811 routers to provide us with mechanism for passwort expiry policy for the telnet users, for example I want to make all passwords to expiry in 30 days? Are these routers capable to do this on their own, each by itself?

I am aware of AAA, Cisco Secure ACS Express as a radius server, Tacacs and etc.

I am googling - but I didnt find an explicit doc for this, yet.
