Password liitations for different software / platform versions

Hi. Does anyone have a 'definitive guide' to passwords for system administration.

For example, software version 9.5 has a limitation of 6 characters, whereas 3.xx running on 8700 has a greater number of characters. However, i have noticed that I can't create logins starting with 0's on a 8300 running 3.xx but I can on the 8700.

Any thoughts?
