Password file copy between servers not working

Hi all -
I am using ftp to copy the following files from old server to new server:
/etc/passwd, /etc/group, /etc/user
/etc/security/passwd, /etc/security/group, /etc/security/limits, and /etc/security/user
Most of the time this works great. Last couple of times it has made all user passwords invalid and they all needed to be reset (sometimes works, sometimes not)...
Does anyone know why this happens and/or has a better way of getting these files from node1 to node2?
Any ideas will be greatly appreciated.

Why not setup LDAP?
