Password Expiration not changing

I am having a problem with the password expiration date not changing to the new date. On new accounts, the expiration date is set for 90 days. When the user changes their password for the first time after creation, the date does not go 90 days ahead from that date.
I have run dsrepair 4 different times, twice unattended and twice with options, and this has not fixed the issue. Any ideas?
