Password database error

I'm using BE 7.3 on NT 4 (SP5) and keep getting the "Error - Password Database error: Open Failed" whenever I start the application. Up until now I had not used a Database Password (Set in the Options page) but have added one and it is still bringing up that error.

I have had a number of problems recently, including a hardware failure and would like to iron out this anomally aswell. Thanks for any help.

That didn't work, though I do have RAS installed the binding was correct, but using the key words from that page I found another article that solved the problem. There is a registry key that points towards:
\\servername\C$\veritas\....

Some darn fool had stopped sharing the C:\ as C$
