Password Change via OWA

I'm trying to implement the password change option in OWA. Our environment is Exchange 2003 SP2 running on Windows 2003 SP3. I implemented the changes necessary accoring to Microsoft kb 297121, and the user is prompted to change their password if it is already expired, and can actually make the change. The problem is that the Change Password option does not show up in the Options window. What have I not done?
