Password change problem in OWA

Ok I have enabled my change password in OWA, setup the Iisadmpwd vertual directory, and OWA is using SSL. It appears that everything works correctly, with the exception that when I submit a new password I get a message about my password not meeting the password requirements. If I wasn't the guy who also set the password complexity policy I would say that this could be the problem, but I know the passwords are meeting the policies requirements. Has anyone had a problem with this??

I have read that the files in the Iisadmpwd directory can be migrated to .asp, but in the KBs that I have read it never tells you what tool or the location to do this with. My exchange server-sp3 is running on Windows 2k server with SP4 installed. Could this be part of my problem??
