Password change problem in Active Directory

We have recently migrated to Active Directory. Server is 2003 and clients have XP Pro.

We have enabled password complexity, problem is that users cannot change password, no matter what they try they get the error like "Password does not meet complecity criteria" where as if we reset the user account on the AD Controller with the same password, the system accepts it
 
I am having the same issue.. have been for a while, and now just have to reset users passwords via AD. I find it sometimes works if I get users to type an insanely long and complex password. I will be keeping my eye on this thread :)

 
Have you checked any linked Group policies
e.g The Account policy must be defined in the Default Domain Policy or in a new policy that is linked to the root of the domain and given precedence over the Default Domain Policy, which is enforced by the domain controllers that make up the domain. A domain controller always pulls the Account policy from the root of the domain, even if there is a different Account policy applied to the OU that contains the domain controller.
