Passport 1624G with TLAN & ELAN on the same fiber?

In my system (new 1000 E&T install) I have 7, 48 port baystacks all seperated from each other and connected to a Passport 1624G Fiber router. I'm somewhat familiar with Hubs and routers but this is a complicated beast. I have the Device manager installed so that I can get into the GUI interface and see that I have all (7) fibers connected, and I have enabled the ports and built another VLAN. What I'm unfamiliar with is how to join both of the VLANS to all of the ports on the 1624G so that I can get connectivity between my 48port Baystacks.
Any suggestions?

ELAN ip scheme is 129.56.15.X
TLAN ip scheme is 29.56.15.X

My Baystacks are set up with the top (odds) as the ELAN and the bottom (evens) as the TLAN.
Spanning Tree disabled except for ports 47 and 48
