passing values in iframe

I'm not sure whether this is a bug. I have a struts form in an
iframe. the final objective is to pass the value from the strus form (located in iframe) to the parent form.

Somehow, I have to submit the <html:form> twice before the values can be copied over to the parent page. strange. Is this a bug in the browser?
