Passcode/Authorization code for international callers

Hi,

I'm fairly new to Avaya system. I understand I can setup an authorization code to bypass a phone that doesn't have intl calling COR(I can go to any phone and make calls with this code). I think the FRL has to be higher on the Route pattern than the COR for this to work but I'm not sure.

What I want to do is create some kind of number code to be used for certain extensions in order for them to make intl calls. So their COR will be able to make National calls but not intl. Then if they want to make intl call, they input the code. I'm not sure if I need a Route Pattern or something in ARS or an Authorization Code or even an FAC. Can anyone point me in the right direction? Thanks in advance.
