pass asp parameter to asp then call crystal report

This worked before for me, but I'm having issues in my new environment. I'm passing parameters in an asp file to a url address that includes the results of the parameters plus init=ActiveX plus calls the crystal report (action=[report name]). It can't retrieve the crystal report. Does anyone have experience with this that could help me pinpoint what's wrong in my coding?
