Is the light supposed to be flashing? I have a voice mail system that gets a busy signal on 777 or on the voice ports directly. I reset the system and the card stays flashing green and still busy.
The power light should be steady, Power down the system and reseat the card and the port PC upgrade card in the VMS unit if you have one. Power back up and give it a min. then give it a test.

Are you using a Partner II system by chance? If so, and the voice mail card is in the second cabinet, the expansion processor needs to be R4 or greater. The main processor must be R4.0 or greater also. The voice mail will not communicate with the system otherwise. This may also be true of the Partner + in it's single cabinet.
I just had a system install the other day where I had to put the voice mail (VS R5.0) in the first cabinet on a Partner II R4.1. The expansion cabinet was at R3.1 and I had the same fault. The vm ports gave a busy when called directly. The customer bought this from another vendor.

Hi Tom,
Try the card in the first slot and reprogram the vm ports to match. This is just to test. It is possible to have a bad connector in the carrier, or some strangeness with an expansion card. As long as the light is flashing, the vm will not respond.
