I would look at the phone lines first. It could be that just one line is bad intermittently. It happens often. You can eliminate this by leaving messages internally and seeing if it still occurs.
If regular phone calls sound fine on the extensions, it could indicate a bad port between the processor and the voicemail or a problem within the voicemail itself. You'll need to do some more troubleshooting to determine if either of these 2 scenarios is correct.
I have tested the 4 VM ports and all of the lines they look fine. I have also left in system messages and they are fine. Does this point to the hard drive on the VM unit itself since it is random, also all of the recorded prompts and fine.
If the noise is limited to voicemail messages (regular active calls sound fine), then the drive could be nearing the end.
When the phone lines were tested, was it done through the local service provider (you call and they run an automated test to see if there is something going on further upstream)?
