Partner Voicemail picking up when not programmed to

Partner ACS release 4.0 I think
Small PC card voicemail

Auto attendant is set up to pick up after 4 rings and does so.
You pick one of the options and it goes to the correct option.
After 4 rings it goes to a voicemail box at all the options you can choose.

Checked in programming
No extension has voicemail coverage as they are all unassigned in 310
If you call the extensions from in house(extension to extension)...no voicemail picks up

What am I missing?
 
Transfer Return Extension, #306, for Ext. 78 and 79 should be set to 10.

A call transferred from the AA to an extension without voicemail coverage will return to the #306 setting for the VM port that did the transfer.

If #306 is set it itself, the call returns to the VM card, the VM card knows which extension it is returning from, and if there is a matching mailbox will direct the call there. If there is no matching mailbox, it will announce "Transferring to Receptionist" and transfer to Ext. 10

If #306 is set to 10, the call moves from the extension that received the transfer to Ext. 10, and does NOT cover to voicemail, even if 10 has voicemail coverage turned on.
