Partner Voice Messaging-Message to short

I have a customer with a partner ACS R6 with a large partner voice messaging card set to 14 mail boxes. There problem is when the auto attn. answers they get the greeting and can leave a message,but they can not leave a message in other mail boxes. When they try to transfer to a extension in the system they get a statement that message is to short, this is to all extensions. I can leave messages in all extensions fine. I power cycled the system, I removed the card and non of this helped. I tryed to default the card by logging in as 0# password then 98xxxxxx, all attempts say invalid entry. I also checked all sys. programming and all was fine. I am at a loss as to what else to check before I give up.

Sounds like the attendant is not answering, but mailbox at x10. You cannot leave a message in the auto-attendant. And once in a mailbox if you try and access another mailbox by pressing 11 (or 12, or 13, etc) you will get that message from the voicemail. You need to steer incoming calls to the actual auto-attendant.
