Partner Voice Mail VS R4.0 toggling between English and Spanish

The system is an existing Bilingual Mode Voice Mail System. I set it up with a Selector Code pointed at an extension. Spanish speaking callers call into the system, they are instructed to dial *1 for Spanish. If they dial 6 they are routed to an extension that plays a message telling the caller about special mass times. This message is changed five or six times a year. Client changed the message on the extension, changing both the primary and secondary message. The problem is now when the caller dials *1 to switch to Spanish they hear the message in English. It won't toggle. I verified all of this. Any ideas?
 
I seem to recall that you can also set a mailbox's primary language as well. Perhaps that got switched for the Spanish Mass Times mailbox?
