partner t-1 forward to vm when busy

If someone could help me. I'm trying to get the VM box to pickup right away when telephone ext is busy on a DID call. The next call just rolls to another trunk and after set # of rings then goes to VM box. The system is a Partner ACS R 6.0 w/patch and the voice mail is Partner Messaging R 1.0
