Can anyone recommend a vendor in the Houston,TX area . I have a OLD AT&T Partner system that is giving ring-no answer on one inbound line . LEC "says" there stuff tests OK .

You could test that line by taking it out of the partner and put it into a regular telephone and see if you get dialtone. Telephone company always tells you their equipment checks ok.
 
I second what Ken says. Normally they only check from the CO, there is a charge to send a "guy" out. Even then, without an interconnect they may still blame your "inside wiring" or equipment. A 2500 set is the standard to what they provide service for on a loop start line. That would be the old dial or touch tone indestructable phone from the sixties and seventies.

You could also just swap it temporarily with a port that you know works.
