partner system in doctors office

I have a partner 2 system in a doctors office. when the doctors call the front reception area on a paging group, if the phones are ringing the doctor will get a busy signal at his end. I will be upgrading to an acs because the battery on the 2 is dead and every time they have a power failure they lose memory. This has happened twice and Iv'e had enough.
Will the acs enable the doctor to page over the ring or will i have to add an external paging speaker in the front area. the doctor would also like a response from one of the girls in the front.
 
What group are the extensions programmed to? A calling group or a ringing group? Are tehy dialing intercom 71 or intercom *71? They are probably in a ringing group if you are getting busy tones when calls are already ringing there.

My guess is that the reception area phones are in their own calling group, and when they are all in use, a call to the PAGING group will return a busy signal (because there are no free phones to receive the page.)

But you can't answer back to a group page anyway, unless you pick up the handset to cancel the page and "meet" the caller.

Sounds like you need another phone in area which no one is allowed to use, or maybe get creative by installing a door phone in the reception area, which can be called just like any extension and be able to answer back.
