Partner r8 Paging Issue

Customer has a Bogen 35 watt amp and 8 speakers. I replaced an old Spirit system with a Partner ACS r8. I connected via trunk port 5, but the output from the Partner is so low that the paging volume was cut in half over the speakers. I now have all the levels on the Bogen at 10 and the volume is not loud enough. What can I put between the Partner and the Bogen to boost the output coming from CO port 5? I can find no way to adjust the output from the ACS r8.

Is it a Bogen TPU35 amp? If so make sure that the relay contacts are connected from the 2nd pair of the line 5 jack on the ACS to the music mute terminals on the Bogen amp. Also make sure that it is programmed as the loudspeaker paging line (#617).
 
It is a TPU35. Only the tip and ring was connected. That makes sense since it wouldn't work from any of the other trunk ports. But will that boost the output? They also have a music device connected to the amp. I know the problem is from the ACS because when I turn the attenuator up for the music, the music gets loud but the pages are still weak.

You may have to increase the wattage taps at the speakers and reduce the volume of the background music to balance with the paging volume.
