Partner R7 w/PCM voice mail card

I have a Partner R7 with large PCM voice mail card. Messages left from callers on line 1 are garbled.
I swapped line 1 with line 3. Trouble went away for a while. Now I have the trouble on messages left
on line 3. Is it the processor or the voice mail card?

Sounds like cellphone garble. Make some test calls from landlines and leave messages. Leave some cellphone messages and compare the quality. Music-On-hold will sound garbled on a cellphone.
