Partner R7 Line in Use / don't use

This is a new upgrade install (R1 to R7). Having a situation where a external line is ringing. Person A picks it up. A second later person B picks it up and person B is in on the conversation.

Anyway to stop this? They say it wasn't like this on the R1 install.
