Partner Messaging with a R7 ACS 509 Proc in a 5 slot carrier

I am new to the Avaya products and have a test system setup in my lab. I am trying to get the partner messaging w/ a 4 port card in slot 1 to work with the R7 ACS Proc. The light on the R7 is green and I can get the extensions to function, but the partner messaging light is amber all the time. I have powered the 5 slot carrier down and pulled the 4 port card and reseated it. Powered the 5 slot carrier backup and after the boot up sequence, the messaging light goes back to amber. I am at a loss as to what to do. Any suggestions would be great!

what happens when you call the voicemail ports (the first ports in that slot) and make sure that the module is in the far leftmost slot of the carrier, the processor in the middle slot is actually slot 0 then it starts from left to right and there can NOT be any empty slots in between.
The voicemail will always answer the calls even if the port card is not in, then it will answer and be in test mode but it WILL answer.

Make sure the correct ports are assigned to Hunt Group #7 and that the 4 port license is seated correctly.

If it ain't broke, I haven't fixed it yet.
