Partner Messaging users hear "clicks" and messages are being lost.

I have a customer with a Partner system, that has the large PC card messaging. They have explained the problem to me like this: Callers here "clicks" when leaving messages. This is not heard when playing back the messages. Callers also complain that they have left messages, and the office has not received them. These problems have been reported for the last couple of weeks, by multiple callers that the office staff say are "reliable". They said this happens mostly with extension. This may not matter though, because 15 receives 90% of all the calls. They did say they have also had people complain about 21.
While I was on site, I was not able to duplicate the problem. I listened to messages, left messages, played around with the voicemail settings and AA, still nothing. The office staff says they do not have any problems making and receiving calls. I was suspicious of the CO lines, but they are all clear, and they have had no problem with calls, only messages. I unplugged the UPS and tested it, power cycled the phone system, and did several fruitless google searches in an attempt to find someone else who has had a similar problem.
I left asking the office manager to log the data and times of when the callers complain. My thought was to try to spot a pattern, and also give myself time to post here and ask for help. I also thought about assigning a different mailbox to extension 15.

If the callers don't hear clicks on live calls, but only when leaving messages in voicemail, I would suspect the voicemail card. Reset it to factory defaults and start over, see if the problem resolves. Of course you will have to recreate the mailboxes and rerecord the automated attendant greeting.
