Can a user with a Partner Messaging System R7.0 record a call (requires 4-port) during a call? If so, I assuming the user has a programmed button on their telephone?

Yes. Partner Messaging allows record a call. It uses a port of voicemail to do it and requires a button programmed on the user's telephone.

Telecomboy, thank you. How about play back? Another button?

It becomes a regular voicemail message in the user's mailbox. Which means that it would be a good idea to increase the user's mailbox size. You also need to turn Record A Call on by logging into the System Administrator's mailbox, 2 for extensions, extension number +#, then option 7 to specify the maximum Record a Call length. And the lady in the box will warn the caller that the call is being recorded, and you can not bypass that feature.
