Partner Messaging R7 w/6 port card only has 5 ports

Yes, it is true. Only 5 VM ports will respond to Int. calling. That would be ext 28,29,30,31 & 32. Ext 27 rings, ext 33 is busy.

5 slot carrier

Slot 1 = 308ec
Slot 2 = Messaging R7 w/6 port card
Slot 3 = R7 CPU

With the cards installed and 505 set for 28-32, all incoming calls hear "your call is being transferred" no ext. rings

If I remove Messaging VM, at least calls will ring into the system.

Is the port card bad? should I assign 505 for 28-33 even though 33 is busy?

Yes, it seems like a strange behavior. Int 27 produces ringing, no-answer, no extension is connected at that port.
Int 33 is busy.

Int 28-32 produce VM answer = 5 ports
So I have ordered a replacement Messaging R7.

If you do that, be sure to use #301 to remove all of the lines assigned to Ext. 27 in case it ever comes back to life
 
The real trouble is that incoming calls hear 'your call is being transferred' and no phone rings.

I remove all lines from 505 and still get the recorded msg. I can only get the phones to ring if I remove the Messaging R7 module from the carrier.

More trouble is Int*71 voice page will not work now.
I did just reset/default the CPU due to some legacy programing

OK, your voicemail ports are 27/28/29/30/31/32

(The ACS R7 is 10 through 18, the 308 in slot 1 is 19 through 26, which puts the VM in slot 2 on 27 through 32)

If you have defaulted the processor, then #505-7-27-1, #399-27-28-29-30-31-32 will get the VM ports programmed

Before *71 will work, there needs to be extensions programmed into Calling Group 1. #502-1-(Ext. No.)-1
 
I replaced the Messaging R7 module - all 6 ports are now active

I added all extensions to #502-1 - paging now works
