Partner Messaging "Outcalling" not working...

I have a customer in another part of the country that had a Partner Mail VS system die a couple weeks ago. We ordered a Partner Messaging R7 and had it shipped directly to them. I walked them through installation remotely, and everything is working great. The only thing we can't seem to get working is Outcalling.

We've enabled outcalling for the appropriate mailboxes, and the users have programmed their cell numbers in a variety of different ways, but to no avail. At first, they weren't using a 9 to access an outside line, but even after I had them do that, they still cannot get the calls.

They had outcalling working on the old Partner Mail VS, so this is something they feel they need right away.

Any suggestions?
 
you could check the voicemail ports if they are restricted from outcalling. #401 is the only one that comes to mind right now.

Outcalling has to be turned on for each mailbox under partner messaging system admin, it also has to be turned on by the individual ext in the VM programing, and you must dial 9, 9* gives you a pause after the 9 so Dial tone has a chance to be picked.
The VM port exts have to have the outside lines assigned to them.
The string of digits they dial for their cell phone from their phone will be the same except add a 9 before the string.
They don't have Centrex do they? where they dial 9 to make outside calls?

The number must start with 9* and then the telephone number as it would normally be dialed from the office.

Be sure that the VM ports have lines assigned to them, since they would be different ports from the VS mail, they might not have been set up with lines on them.
