partner messaging can't transfer to new mailbox 1

I just programmed a couple new mailboxes that do not have phones attached and when I call into the system from the telco I can transfer to the mailboxes, but when I try to call the mailbox internally through the intercom, I just get an error tone. Any help appreciated...
 
When you try and call the mailbox internally, are you doing this thru Int 777, then their extension #? If you are trying to call the extension directly, you cannot, since there is no phone. You can do a VM transfer, but I do not believe the system will let you call a port internally that has no phone plugged in...
Someone will correct me if I am wrong...

If the guest mailboxes are within the range of your dial plan (for an ACS, that would be 10 through 57), give them Auto VMS Cover (#310) and set the VMS Cover Rings to 1 (#321).

If they are above the range of the dial plan, you will need to call Intercom-777, then dial *8-XX at the log in prompt.

 
FYI- The system is a Partner messaging R1 with a ACS 5.0 Currently I am able to hit intercom then dial other mailboxes (example 46 or 25) and have the mailbox answer. But the 2 new ones I just programmed (41 and 50) just get a busy tone. Thanks...
