Partner Messaging Automated Attendant says "tranferring to Oper" twice

My AA says "Transferring to the Operator twice before actually transferring and gives a small chirp of a ring in between the 2. How can I correct this?
 
Are your voicemail ports in group7 of #505?
 
They sure are. It is wierd. I have set the system up to ring all extensions on a 0 out from the AA. I have the 0 selector code set to transfer to Intercom 71 and have all of my stations programmed into #502, Calling Group 1. I have set all lines on the extensions for a delayed ring. It should work with no problem. Sometimes it will only say it once and ring to all the extensions flawlessly but most of the time it says "Transferring to the Operator" twice. In between the first and second time it will give a little chirp. I have no idea what could be the cause.
