Partner Mail VS Remote Access Failure

Hello, I am having an issue with some people not able to remotely check their voicemail. They are always able to access VM menu by dialing *7 from a landline but some users are unable to access with cell phones. In these cases, dialing *7 goes directly to the general mailbox. Are there any known issues with some mobile phone carriers or devices?
 
No known issues that I am aware of. Sometimes background noise or a poor connection can wreck havoc with the tones being received by the system.

as a test, you could try comparing an active attempt to an active success via a conference type call while you are on site. you listen quietly to the callers input and voice mail response. there are a variety of possibilities for the seeming failure: tt duration , strength of signal or digital to analog conversion by voip. by design, some signal generating equipment may drop out of use after a completed call connection signal. there is not just one answer.
