Partner ACS - VS Fax Machine hookup

I'm having problems getting a new fax machine to work on my Partner ACS system with VS. The fax direct is line 3 incoming and the fax machine is hooked into extension 12 by itself. Line 3 is a rollover line. I would like Line 3 to ring 3-4 times so that if lines 1 & 2 are busy I can pick it up to verify whether it's a fax or not. I do have it setup right now so that if it's not picked up, after 4 rings the system answers and transfers automatically. That part seems to work fine. However, if I answer and get the fax tone and try to transfer to Ext 12, nothing happens.

One other issue that might be effecting this is that when the fax transmits, it always does it on line 2, so I have to leave line 2 enabled for ext 12.

For Ext. 12 - assign lines 1, 2, and 3, set auto line select to 3, 2, 1, set 1 and 2 to No Ring, set 3 to Delayed Ring.

If line 3 rings and line 1 and 2 are available, that is a call direct to line 2, and you can ignore the phones and let the fax answer (set the machine itself to answer on 1 ring, the ACS will not send the call until the 4th ring).

If line 3 rings and lines 1 and 2 are in use, you don't know if it is a rollover voice call or a direct fax call. Answer the call, and if it is an incoming fax, press Transfer and dial 12, then hang up the handset. The fax will ring once, answer and receive the call.

Also be sure that the fax machine will answer when you simply press Intercom and dial 12 - some machines do not respond to the lower ringing voltage non-sine distinct ring that the ACS provides.
 
Okay I did that and the fax still wouldn't pick up on transfer, so I figure its the fax. Went and grabbed an old fax out of the back and it will accept on transfer. BUT it won't transmit. When I hit the hook button I'm getting the intercom instead of an outside line.
 
This will set the auto line select to line 3, 2, 1:

Feature 00, Left Intercom twice, Right Intercom once, 12, ** Line 3, Line 2, Line 1, **, Feature 00

If that doesn't get you going, check for line access restrictions in #302, or perhaps the extension has been locked. Plug a Partner set into the jack (or at the control unit) and make sure that you can get dial tone when you lift the handset and can dial out.
