The extension 10 port on our Partner ACS v7 is bad. How can I move extension 10 to an open unused port while retaining existing extension 10 programming?

You can't. You can program from Ext. 11, but things like Night Service, ASA/DXD, Wakeup, can only be accessed from 10. Internal dial-0 calls go to 10, and if you have voicemail, you might be able to change the CASO.
So, you might be able to get by using 11 instead, but you should probably replace the ACS.
