Partner ACS speed dial problem

I have a site that I inherited that has a Partner ACS release 4 in a 5 slot carrier. They have the processor of course and 3) 308EC mods and a 4 port Partner VS w 40 mailboxes. When I first got to site the system had experienced a processor failure due to surge or lightning. after changing the processor and getting the system back up I got 2 complaints. First the system seems to have trouble with speed dials when you have been on the phone. When you end a call by hanging up for at least 2 seconds, choose line 1 or 2 and then press a speed dial, I get a busy signal. All of the digits are going out propoerly. The system acts as if it is trying to send digits before it gets dialtone or the Central Office is not recognizing all the digits. Is there a way to add a pause before the speed dial or have the system recognize the dialtone before dialing?

The other probelm is with voicemail, Since the lightning strike, If a voicemail user is checking messages and has to replay a message more than 2 times to get all the needed info from the recorded message, They are hung up on by the voicemail and when they try to log back into the system, they are given the message, 'Too many log ins". Is there a problem with the voicemail?

There is no reason to select a line before using a speed dial. If you have the number programmed on a button, just press it. If you are using a personal or system speed dial, simply press the feature + number (80-99 or 600-699). The system selects it's own line and dials out. A pause can be inserted in a speed dial number by pressing the "hold" button. That will give you around a 1 1/2 s pause between digits.
I must admit that I have never run into a fault as you describe, there's always a first time!
On the voicemail. Turn the system off and reseat all the cards. See if it's any better after you restart. Normally a lightning strike would kill the vm outright. I think there is something else going on. The original processor may have simply cooked to death.
